Does Agile favour stronger teams?

I used to be of the opinion that Agile is easier for stronger teams – teams that are fundamentally more capable. Now, although I don’t fundamentally disbelieve the notion, I also realise that when comparing stronger and weaker teams, everything will be easier for the stronger ones; waterfall, Agile, RAD, you name it.

When it comes down to it, the quality of people will always be the number one determinent of a project’s success, well in excess of any contribution brought by technology, process, governance or anything else. And of course, this is probably not a earth shattering revelation, nor is it original. I believe Alistair Cockburn first spoke about it.
